Expediter License


An Expediter’s License is required for anyone making license, permit, or appeal applications. This license must be renewed annually.

Eligibility Requirements

Note: All insurance must be submitted on a Certificate of Liability.

  • Legal History
    • Criminal History Record Search by the PA State Police
      • Applicant must not have any convictions or plead no defense to crimes related to fraud/deceive (or violations of Public Official and Employee Ethics Law) at least six (6) years prior to application date.
      • Copies of any civil judgments against or records of conviction of the applicant within the prior ten years for fraud, deceptive or unfair conduct, negligence, recklessness, or breach of contract in a professional capacity.
  • City of Philadelphia Employment History
    • A License cannot be obtained within one (1) year of voluntary termination of City employment (including Boards) or five (5) years of involuntary termination.
  • Photo ID
    • 2”x2” photo ID (passport quality)

Renewal Requirements

  • Must be current on the payment of all City of Philadelphia taxes.
  • Proof of active insurance.
  • Any new civil judgements or records of conviction must be submitted.


  • Initial Application
    • There is a non-refundable application filing fee of $200.00, however, there is no initial license fee.
  • License Renewal Application
    • The license renewal fee is $200.00.
RETURNED CHECKS: If your check is returned unpaid for insufficient or uncollected funds, (1) you authorize The City of Philadelphia or its agent to make a one-time electronic fund transfer from your account to collect a fee of $20; and (2) The City of Philadelphia or its agent may re-present your check electronically to your depository institution for payment.
