Handbill Distribution License

This license is required for any distributor, distribution business, or person, who distributes commercial handbills on sidewalks, in public places, or door-to-door.

No Distributor, Distribution Business or other person shall:

  • Throw, scatter or cast any handbill in or upon any public place within the City. However, it is legal to hand out or distribute any handbill in any public place to any person willing to accept such handbill;
  • Place any handbill in or upon private property except by handing or transmitting any such handbill directly to the occupant or depositing any such handbill on the premises in such a manner as to prevent it from being scattered by the elements;
  • Place or permit a handbill to be placed on a motor-vehicle windshield; or
  • Place or permit any handbill to be placed on private properties where the owner has notified the Department of Licenses and Inspections that they do not wish to receive such material or which are conspicuously posted against receiving such handbills. The Department of Licenses & Inspections maintains a Handbill Non-Delivery List, identifying all properties requesting non-delivery. The list is available for public inspection during normal working hours.

RETURNED CHECKS: If your check is returned unpaid for insufficient or uncollected funds, (1) you authorize The City of Philadelphia or its agent to make a one-time electronic fund transfer from your account to collect a fee of $20; and (2) The City of Philadelphia or its agent may re-present your check electronically to your depository institution for payment.
