For Recyclable Material Collectors, Private Waste Collectors, and owners of Public or Private Rubbish Vehicles, in accordance with a Commonwealth Court ruling, the Department of Licenses and Inspections is no longer licensing waste haulers and their vehicles. In light of the court ruling, a request to remove the license requirements from the Philadelphia Code will be presented to City Council for their legislative action.

NOTE: The ruling applies to licensing only. The code requirements of these businesses remain in effect despite the court’s decision regarding licensing. Please refer to Section 9-604 of the Philadelphia Code for those requirements.
